After Vandenberg Air Force Base's Delta IV Heavy Rocket, the United Launch Alliance (ULA) has been high-spirits.

ULA officials say they have an 80% chance of running on Wednesday's weather conditions.
The rocket will deliver a satellital satellite telescope satellite in orbit.
This is the latest in rocket delays. Then, it was planned to go down on December 7, but forced technical issues for the officials to start the night and enter the next night.
