As explained in the announcement, the value of the investment will increase from PLN 880 million to PLN 1,981 million.
“The increase in investment costs was due to changes in the prices of construction materials and works and new investments due to design solutions that were not available during the development and approval of the program in 2016. decision on the conditions “- he explained.
The CIR added that new elements of the investment, which were not planned in 2016, include: the liquidation of the pontoon bridge over the Elbląg River in Nowakowo and the construction of a new bridge on the site, which would be established by the local government; Construction of a new Vistula Spit lift bridge instead of a pre-planned lift bridge.
The increase in investment costs is also linked to the construction of the artificial island where the construction material will be delivered. Initially, it had to be accumulated on the shores of Lake Vistula and the Gulf of Gdańsk. There will be wild bird habitats on the island.
The CIR also reported that deepening the entrance to the port of Elbląg will help increase the value of the investment.
Completion date will be extended
In connection with the planned additional work, the program schedule will also be changed. “The final period for investment will be extended by 3 months – at the end of the first quarter of 2023. The reason for changing the period is to extend the tender procedure and the need to deepen the entrance to the port of Elbląg” – they explained.
The government argues that the construction of a canal connecting the Vistula Lagoon Bay to Gdańsk will ensure free access to the ports on the lagoon. “The ability of the Polish navy to operate will also increase and safety associated with the use of naval rescue units (SARs) will be improved.
In June, then the Minister of Maritime Economy and Inland Navigation, Marek Gróbarczyk, approved the cut value through Spit was PLN 992 million. On the other hand, more than PLN 1.9 billion is needed to complete the full investment, including the expansion of the Elbląg port, the modernization of the Elbląg River and the construction of the Nowaków Bridge and the construction of a waterway.
According to the Maritime Office Gdynia, the length of the new canal from the Bay of Gdańsk to the Vistula Lagoon will be almost 23 kilometers. The crossing of Lake Vistula will be just over 10 kilometers, along the river Elbląg – more than 10 kilometers, and the remaining 2.5 kilometers is part of the lock, an outer port and a car park. The canal will be 5 meters deep.
